It's rarely the air conditioner. It's the return path, the duct sizing and the absence of zoning.
Heat rises, but that's only part of it. Most two-story homes were ducted with a single zone, and the upstairs branch runs are undersized relative to the load they serve.
Adding a bigger air conditioner makes this worse, not better. Oversized equipment satisfies the downstairs thermostat quickly and shuts off before the upstairs air has been exchanged.
The fixes, in order of cost: balance the dampers, add return air upstairs, add a zone control system with a dedicated upstairs thermostat, or add a ductless head to the worst room.
We measure static pressure and airflow at the registers before recommending any of them. Guessing here is expensive.
